Airport Management Systems Development

In the course of providing the financial, leasing and strategic planning services described herein, ACA has reviewed and analyzed the status of airport properties, leases and finances at virtually all of its client airports. As a result of intense levels of this type of activity over the last fifteen years, it became apparent to ACA that there was a strong need for automated property, lease and financial management information systems and procedures designed specifically for airports. This became the mission of ACA/Airport Data Systems, Inc., "ADS." ADS was formed by ACA in 1991 to develop custom property and lease management software products for airports.

The services provided by ADS encompass the full range of airport systems development services from needs assessment and application design to systems development and integration. The primary result of the ADS mission has been the development of its Airport Property and Lease Management System, "PALMSİ," the upgrading of PALMSİ to PALMSİ for Windows, Visual PALMSİ 3.0, and Visual PALMSİ 3.5, customization and installation of these applications at 12 airports. Visual PALMSİ 3.5 represents the most advanced airport property and lease management system designed for airport managers by airport managers.

The purpose of Visual PALMSİ 3.5 is to automate and facilitate the real estate and commercial contracting activities conducted at airports. The program provides for the efficient storage and timely retrieval of information essential to airport property and lease management functions. In very basic terms, the design of Visual PALMSİ 3.5 encompasses an inventory of all airport property and an inventory of all airport agreements appropriately structured in data forms, tables and fields to take advantage of relational database programming technology for the purpose of enhancing the process of administering airport agreements. The program uses this information to produce a multitude of important property management reports that enable airport managers to easily stay on top of things and stay ahead of the airport's tenants and concessionaires. Automated reporting includes facility occupancy and vacancy, agreement expiration and option tracking, rent escalation tracking, insurance compliance and expiration tracking, agreement status tracking, rent rolls, variable fees, consolidated revenues, automated tenant notifications and much more.

PALMSİ was initially developed as a DOS application by ADS in 1992 to enhance the commercial contracting services ACA provided to the New York State Department of Transportation for its operation and development of Stewart International Airport, its two industrial parks, and Republic Airport. In 1994, ADS upgraded PALMSİ to a Windows 3.11 application, customized, implemented and installed it at all American Port Services facilities including Westchester County Airport, Teterboro Airport, Atlantic City Airport and Republic Airport. In 1995/1996, ADS upgraded PALMSİ to Visual PALMSİ 3.0, a graphical interfaced Windows/95 application, customized and installed it at the Portland International Jetport. In 1996/1997 ADS upgraded Visual PALMSİ 3.0 to Visual PALMSİ 3.5, a 32 bit, multi user, multi airport Windows/95 or NT application, customized and implemented it for The County of San Bernardino, CA, Alexandria International Airport in Louisiana and the Hayward Air Terminal in California.

ADS will design, build and maintain web sites on their own Internet servers. Using current design tools including CGI scripting and FrontPage extensions, ADS gives client airports everything necessary to have a consistent, informative site on the Internet.
